The Flores Settlement is the Backbone of Detained Migrant Children's Rights

The Flores Settlement Agreement governs the rights of migrant children detained in US facilities. But it grew out of an obscure 1997 consent decree. VICE News spoke with key players who have fought for and challenged the agreement over the years.
