The Guardians - E29: The newcomers

This zone really nails the vibe of seedy, crowded, sprawling underground city. No one would get any sleep with that dude shooting his gun nonstop, but that's just normal life in Ratlington. The residents would all know to avoid the part of the alley controlled by the Bloodknife gang. There are just enough vendors to support a working economy, though certain problems like vermin and rickety construction are just barely handled. I'll bet the author used places like Miningo Island and Kowloon Walled City as references for this.
